Yeah. In the U.S. Apple introduced TV.app which caused them to re-think how everything was organized, and that affected Videos.app outside the U.S. as well. Putting music videos in Apple Music means they're consistent regardless of TV.app or Videos.app availability, and also fits with Apple Music getting into video programming — Carpool Karaoke and the like.
