Mojave Finder cannot keep Last View after Close

After I upgraded MacOS to Mojave, I found my Finder View cannot keep into Last View before close.
E.g. Before close the Finder, I have four Tab. One is on "Download" Folder, One is on "Document" Folder. One is on "Desktop". One is on my "Personal" Folder.

Before Upgrade MacOS, if I closed the Finder (Red X on Left Top corner) and re-launch, it will keep that View which have 4 Tabs with previous opened Folder. But after I upgraded to Mojave. This good features cannot keep. It will just open Folder with one default Folder. No other previous Tab.

Can anyone advise how to configure /set the feature. ?

I've tinkered around with the preference settings and the best I could do was to have it sort by the date the folders were last opened.
