Mobile Documents hidden with User's library

Has anyone found this, duplicates of what is in your ICOUD Library? Hidden under the Library icon in the user icon. Strange I did a clean install of El Cap because of was running out of storage, suddenly I had roughly 180 gigs unaccounted. Question is it safe to delete this?
