We're taking a 7 day cruise to Puerta Vallarta and Cabo in Feb. my question is once we get to land (Puearta Vallarta or Cabo), can I use my ATT phone (4s) w/o getting charged outrageous fees?

What are some options for wanting to use my phone once I get to land (and off the cruise ship that charges ridiculous fees for internet use on the ship)?
