Manually pair Airpods with 10.11 or other non-iCloud compatible devices?

I was able to pair new Airpods with 2 iPhones with current version of iOS (10.3.3) using the standard method of opening the case close to the device.

My other main computer is a Macbook Air that is 10.11.x (El Cap) which precedes the compatible iCloud versions (10.12 onwards), so it doesn't "automagically" pair. I cannot update, as it is a work laptop.

I have done a number of internet searches as well as reading numerous pages from those results to manually pair this combination. Specifically, "open Bluetooth settings, hold down button on back of case", however the device never shows up. I have forcibly disconnected the Airpods with the iPhones so they aren't actively connected. But I haven't actually deleted the pairing (shouldn't need to, Airpods can connect to numerous devices, up to 5 I believe).

Any help would be appreciated.
