Mac Mini 2.6Ghz Dual Core i5

Will a 2.6ghz dual core i5 Mac Mini be sufficient and smooth for e-mailing, browsing, torrents, hd movies, iPhoto, iMovie, printing, Garageband and Windows 8 without any hiccups? We cannot purchase Mac Mini 2012 in my country and I will be happy with a normal HDD and 8gb RAM. Also, I cannot go for the late 2013 iMac as that will shoot up my budget considerably on purchasing Windows 8 and I plan to use genuine software. Thank You.
