Locked iPhone 5 version

Hi people..I am newbie with iPhones, but is there anyway to buy a locked version of Verizon, AT&T and unlock it, without being the unlocked version of Apple?
Like, buy a locked version without any plan, and after unlock it with an unlock code?

Sorry... I missed the iPhone5 reference, and I neglected to indicate the iPhone4S for Verizon can be unlocked for outside the USA GSM providers...

Yes, then they'll hit you with the ETF on the contract, and you'll be out nearly as much or more (Do the math...) than buying a fully unlocked device from Apple directly.
