Location services won't turn on?

I had just recently jailbroken my device, running IOS 9.3.3. I haven't really downloaded any tweaks that to my knowledge force turn off location services. I have tried going to restrictions, but still no luck. Whenever I go to Settings - Privacy - Location Services, it shows its off. When I tap the switch to turn it on and leave the settings app, it turns off again. Any help?

I'd like to think that by going to Settings→ General→ Reset, and then selecting "Reset All Settings" will allow the location services option to be available to you. Having said that, I do not jailbreak any of my devices and is unaware of any effects my assumptions may have on it.

Have you tried a hard reset? That first, then as D' said, reset all settings.
