Location app.

I was wondering if there was an app that would give the location of another person without then having to be running the ap. I have tried Hew way and friend mapper free but both of them need the other person to be running the ap. I want this because my wife has an inner ear problem and when she is driving home form her parents I want to track to make sure she is alright. She sometime has vertigo attacks.
