Jailreaking for iOS change?

Will jailbreaking enable me to go from iOS9.x back to iOS 8.x

You can't downgrade even if you are jailbroken, because downgrading is only possible through apple servers and with their signature. Since apple don't allow that for firmwares less than 9.3.4, it is not 9
