iTunes Match and device storage

I'm having an issue with the music I have on my device (iPhone 4), and my Match account. I can't upload anything to my phone unless Match is turned off, which is normal, but I can't see any of what's on my device unless I have Match turned on, and "Show All Music" off, which then kills my playlists I have/want setup on my phone and not on my mac. Is anyone else having this issue? I'm OCD with having things setup properly, and this is killing me. haha
