It's being rolled out to some beta testers, from what I understand. If you're not a beta tester then I don't think you have it yet.

As I understand it, it's being rolled out.....I'd suggest contacting AT&T in your area. They might have information about the roll out where you live.

should this work on 5c (when it is rolled out)? and will both users have to have wifi calling enabled or just one?
From what I've read, it's for the 5S, 6 and 6 Plus. I have seem some of the articles say the 5C will get it, others don't say for sure, but don't mention the 5C.
Wifi calling is not an "end to end" connection between devices. It's a way of allowing you to connect to the AT&T voice network, which allows you to make/receive calls when your cellular signal is weak. It has nothing to do with whomever you are calling or getting a call from.
