Is Verizon Throttling Data?

Verizon speeds

I have tested out the speeds on Verizon for a while now on my iPhone and it is slow. During the day time I will never see anything over 1 Mbps(usually) at night(2 am or so) I have seen just over 2 Mbps at home, upload max around .8 Mbps. This has been the case in Houston, Denver, Chicago, Iowa City, Davenport.

Downtown Iowa City has been the worst for some reason with a max of about .4 down (don't remember the upload) and averaging less than that, with many times below .1, this is also the case with AT&T, though the average with them is .5 download and about .9 on the upload, as soon as I leave downtown speeds increase to .5(average) to .99-1 (max) for Verizon and about 1.2 to 3.7 Mbps (max) for AT&T, this again is use during the daytime. Yesterday I got 3.78 down and 1.8 up for AT&T in Des Moines, I've seen 4.8 Mbps in Davenport during the day, with the fastest for Verizon being 1 Mbps.

I got better speeds with Verizon on my Galaxy S.

anyone in here read the post on modmyi about this certain .plist in the carrier folder that says "DATA_THRLLD<True>"? anyone care to try and edit that and see what happens?
