If you have a Mac/Mac with iCloud you may be in luck as you can save it off before it connects to the Internet but it's only very specific circumstances where you can.

If you don't then I think you're out of luck

As far as I know, if you delete it from deleted items, that is permanent and you cannot get it back. Unless you had it backed up to a cloud somewhere.
