Is there a program that will allow me to edit M4R files down to 3-5 seconds?

I am looking for a program that will let me edit M4R files down to 3-5 seconds. I don't want the standard 30 sec ringtone. I am using this for email tones. I only want to hear the tone one time. It cant be done in I tunes, I've already tried that and I don't have the option to shorten any more than it already is Any suggestions?

Any audio editing program that can do MP3 will work... Just rename the extension... Then rename it back when you're done editing.
