Is there a free tool to upgrade iphone 5s ios version to 9.3.5 without iTunes?

I have an iphone 5s with ios 7.1.2 version . I'd like to upgrade this IOS version to 9.3.5 only (because I don't want to upgrade to 10.1.2 which is a mess with the battery of the iphone according to many user reviews)
I downloaded the iPhone6,1_9.3.5_13G36_Restore.ipsw file, but I failed to install it with iTunes.

So I ask if there's a free tool to install ipsw file directly on my 5s iphone without iTunes?

No... Apple no longer signs the version you desire to install.

Traditionally Apple only signs the version prior to the latest release for a day or two at most. In general they only sign the latest release of software.

Obviously by latest release I mean latest release available for each specific handset
