Is the jailbreak for iOS 7.1 on iPhone 4 true?

I want to be sure if this progress going around that the iOS 7.1 has been jailbroken on iPhone 4. 2 sources I read from is confirming that. What do say about that?

Winocm is well known from the jail break community for his work on the 6.1.3/4 untethered so I do believe him when he says that he got it to work, but there is sure to be some problems with it as it's still in the developing stage, and another thing, it probably won't be released until iOS 7.2 or 8 come out (which ever one first) and always remember don't be like those guys on Twitter who are always demanding an ETA when they just start the development it's just a nuisance (this May not apply to you but I'm just sayin)

iPhone 4 can be jailbroken (tethered) on ANY version of iOS because it's vulnerable to an older bootrom exploit. The news here is that his particular jailbreak is untethered.
