this might sound like a stupid question. I got my Apple Watch last Monday and I haven’t asked this question. Currently I’m not on Wi-Fi because my work doesn’t have it. Is my watch using my cellular data Along with my phon even though I have the GPS with out cellular

In addition to what Switchbeach has stated, your Watch is connected to your iaphone via Bluetooth and whatever notifications you’re receiving via your Watch, they are coming over via Bluetooth as long as you’re in range.

still when do you need to turn Wi-Fi on

You don’t “need” to turn it on. With that being said, your Watch can indeed connect to Wi-Fi and allow you to receive notifications when you’re not in Bluetooth range of your iPhone.
