This is a fan based News and Discussion site. It is in no way run by Apple, iOS or any developer.
We have volunteers answering questions here. They are experienced and interested users from all walks of life. If you need help with a specific question, you should ask and we'll see how best to answer.
If you mean Live Help from Apple, you should start at their web site support. In many countries they do offer live support chat. They have a community forum and a presence on twitter. https://support.apple.com/
