Is it possible to do this on the iTunes or App Store, or is this strictly a Google Play thing ?

Re: Bill My carrier

This is something that never made sense to me...a business opting to have a middle man in a transaction instead of just a direct sale. Why on earth would someone do that just based on the basic logic of the matter? Add to that the ineptitude of most carriers in so many ways, and it just seems like the LAST thing a business would want to do.

Never did to me as well. I'm trying to figure a way to basically stop my niece from buying tons of apps & racking up my bill. I added a prepaid debit card to her iCloud account with $20 dollars on it, & gave her that limit to get apps or music. Just wanted to make sure it wasn't possible like it is with android & the Google play store.

I can certainly see a need for concern there, lol. My niece, after being handed an iPad, which was signed into the App store already, learned the password and charged about $150 in app purchases over a weekend. Brother was rather upset, lol.

Lol, bet he was pissed ! Is it possible to monitor her activities from my end ? Even though she has her own iCloud account. I'm sure my carrier can't really do much since it's more through Apple.

Remotely? I don't think you can, but you can always do it from iTunes if you have their Apple ID...

You could set her up with Family Sharing and turn the Ask to Buy feature on. You would have to approve any app she bought but the price would come from any iTunes credit she has first and then the credit card on your (the Family Share owner) iTunes account.
Works great for my kids. Before iOS 8 and family sharing, I just had them both set up with their own iTunes accounts but never had a credit card associated with it so they couldn't buy anything unless they had any iTunes credit (from gift cards).
