So if you’re talking about external drives, simply click on the drive, go to get info in the finder, scroll to the bottom, and ensure that the “Ignore Volume Owner” check box is checked.

In reading the documentation that you provided, it does seem like it could be required for Activation Lock. I'll have a look on my laptop tonight to see if there is a way to remove the Volume Owner​.

I just checked, and found that it cannot be removed. It has to do with the drive's encryption which is tied to the SoC. All disks on Apple SoCs are encrypted by default, and I will not advise disabling the feature.

In theory,

diskutil apfs decryptVolume

exists, and it should in theory remove the the volume owners. I have not tried it, because it runs a risk of damaging my computer's data.

As Apple notes, this shouldn't cause any issues in daily operation. https://support.apple.com/en-ca/gui...ly managed or manipulated in an organization.
