how many minimum volume owner is required in macOS or is there any website refer for more details about volume Owner

So if you’re talking about external drives, simply click on the drive, go to get info in the finder, scroll to the bottom, and ensure that the “Ignore Volume Owner” check box is checked.

I just checked, and found that it cannot be removed. It has to do with the drive's encryption which is tied to the SoC. All disks on Apple SoCs are encrypted by default, and I will not advise disabling the feature.

diskutil apfs decryptVolume
exists, and it should in theory remove the the volume owners. I have not tried it, because it runs a risk of damaging my computer's data.

A properly configured laptop with a Mobile Device Management solution that forces an organizational recovery key should allow you to go past any APFS volume hurdles you might face.
