Is anyone else's display sometimes unresponsive when using my iPhone 7 Plus outside?

I've noticed a few times that when I'm outside and I take my 7 + out of my pocket, it does not react to my touch. I'm in Britain where it does not get very cold so I can't think it is the temperature.
Does anyone have these symptoms?
Turning off the phone and then restarting it solves it but I should not have to do that.

Zero issues so far for me...in Rhode Island so against a chilly climate for now lol

I've used my iPhone 7 Plus at -5°C, that's very very cold, and it reacted as always.

I am in Michigan and mine has worked in both warm, cold and very cold weather without any issues.
