iPod Touch/iPhone communicator for US secret service etc??

A [drunken] friend of mine who owns an iPod Touch went on a rant about how the U.S. Secret Service, FBI, etc, should use iPhones or iPod Touches as communicators to make it look less obvious they're actually talking/listening to a actual person on their earbud, but rather listening to music. I personally see his point, but how does everyone else here see it? I suppose the device would most likely have to be jailbroken to suffice the needs of hundreds of personel talking over them, but maybe there's an app for that... Ha let me know your opinion.

I'm guessing two issues:

A.) Issue of secured / encrypted communications not being sufficient.

B.) An iPod/Phone/Touch bud wearing person would stand out as Out-of-Place at an embassy party or a political speech and would make the poor image-conscious president appear on international television as being ignored or not worth listening too.

it is also a battery issue and a range issue, their ear buds are a great short range no issue deal... Using an iPhone, AT&T, Verizon ect only limits you to a cell signal, what if you are in a elevator and connection drops, what if a terrorist gets smart and knocks out the local cell tower... Only a localized communication grid is effective and secure for the secret service...
And Wifi will not broadcast effectively in a given area it is too limited also...
