iPhoto Library

I have a user who has a MacBook Air running Catalina. This user has iPhoto library and Photo library both taking up space.

iPhoto- 30gb
Photo- 20gb

When I look at the Info of iPhoto library it says "Migrated Photo Library" and it is located in Pictures. Obviously, Photos Library is located in Pictures as well.

What would be the best way for this user to merge or migrate iPhoto library to Photo library without losing any files?

Once the merge or migration is completed then one of the Libraries has to be deleted to reclaim space.
