iPhone6s, 9.0.1, Hey Siri ON--- when should she respond?

I have the new iPhone 6s with the latest software, 9.0.1. Under General, Siri is on, and I turned on HEY SIRI and went through the "training."

Siri answers to "hey Siri" only when the screen is on. She does not respond when the screen is off.

Have I missed a setting? I thought she was supposed to answer "anytime."

I don't think you have. I just tested this and experiencing the same.

Settings - Touch ID & Passcode - Allow Siri on the lock screen.
