Iphone-wifi connection

I have at&t service currently. I bought a used Iphone 3g-16g. I want to activate it but only use where free wifi is available. When I go to Itunes to activate they want me to sign up for a $20 network package. Is there a way around this and still use this phone?

There is no way around it on AT&T.

3G? You mean a $30 data package.

You will have the data package and you will want it. Your phone will use data when you're not on wifi at per mb rates.
