This is actually quite an interesting issue. I think I noticed it on a friend's iPhone 5S although it might have been some other phone.
I wonder if it's caused by some strange form of temporal dithering (https://en.wikipedia.org/wiki/Frame_rate_control, https://en.wikipedia.org/wiki/Dither), where white noise is added not per pixel but in some way that's not uncorrelated, e.g. per line. This could cause odd patterns on the screen.

BTW, I don't believe it's "interlacing", which is a technique where a frame is made up of two fields of "interlaced" scan lines captured at twice the frame rate.

Mine is F17 and flickers if I leave the pic alone. Once I zoom in a little it stops.

Not really worried since it only happens with that pic. Is this supposed to happen sometimes even without this pic test? If it only happens with this pic I'm not worried about it.
