A third party case vendor isn't necessarily a confirmation but it's definitely a good sign!
Interesting how they're calling it an "iPhone SE" and not a "5se". It makes me think Apple is going for more of an iPod approach, where they keep the name the same and just launch a new generation when needed rather than rely on an annual refresh cycle.
