Are you using an actual Apple cord? Another possibility is that you have Optimized Battery Charging enabled. Here is a link to Apple's Support site that explains an explanation on how that works: https://support.apple.com/en-us/HT210512

I have seen this with some cheaply made third party cables. Best to get yourself an official one or a reliable third party one.
