iPhone Camera Roll Crash

My brother using iPhone 7 (iOS 13)

This is the case, he can't perform any activity on the existing photos or videos in the device. My brother said that it must be the camera roll crash. What should I do to fix this? Can I be able to get those photos back?

Hopefully, they will show up again. If he had iCloud photos turned on, has he logged in to his iCloud account and checked for them there? If he didn't have iCloud Photos turned on, he may want to consider doing so, so that he doesn't lose photos in the future. I use Google Photos as well, just as a precaution.
