iPhone 7 cellular data lost when disconnect from wifi

Is it me or this is happening to some of you too ? Whenever I restart my phone or I was out of the wifi zone which my wifi is disconnect, my data won't function itself. And clearly shown at the picture at the below where my 4G is there and is not connection after I restart my phone.

That's just weird. I see you say restarting does help. Have you tried doing a hard reset?
