I accidently dunked my iphone and it is noy workin!! The rice trick did not work and the phone will not power on. If I buy a new phone Can I retrieve my data such as contacts, etc? Will I have to totally start over? How will I know if the sim card is damaged?

You may be able to save your phone, depending on how long you left it in the rice and didn't turn it on. Also, how long it was in the water can play a factor.
Contacts, etc., can all be backed up to the cloud, depending on what service(s) you used. Hard to know without knowing how your phone was setup. If you have a recent back up, you can restore from that. Otherwise you'll set up as new, and when you add your contacts, mail, calendar, etc. apps, they may pull in depending [again] on what services you used.
