Mine has always done that. I've actually never thought twice about it. I don't believe a 100% charge indication is possible on the 5. This will in no way negatively affect your battery so I certainly wouldn't bother waiting.

Unlike previously noted, a 100% is possible on the iPhone 5 (having charged my phone up to that level)... But I wouldn't be too worried about being stuck at 99%.

Wait for your iPhone to go to 100% with the battery sign showing on the battery indicator. When there is a lighting bolt on the battery indicator it is not fully charged.

It is a function if the lithium battery. It helps protect from overcharging, which would lead to shorter battery life cycle. The phone will do a rapid charge to say 99%, but will do a trickle charge to 100%. The trickle charge will increase the amount of time it takes to go from 99% to 100% to avoid the amount of times the battery will discharge and charge while on the charger. Even while on the charger, the battery can experience a slight discharge. If you've ever taken the phone off the charger and it dropped from 100% to 98%, that's what is happening.
