IPHONE 4S stuck in activation lock after firmware upgrade

Hello everyone recently i bought one iphone 4s which was on ios 6.x.x which was activated but not accepted sim because it was operator locked from England Orange but after i upgrade it to 7.1 now it is stuck on activation any suggestion for me????

Define "operator lock". If it means locked to a previous owner's iCloud account, there's nothing we or Apple can do for you. The previous owner's iCloud credentials are the only thing that can deactivate the iCloud activation lock.
