iPhone 4S no wifi

Ok, so I have tried resetting all settings, restoring the iphone and updating the software
I'm on IOS 7.0.6-

The 4s has no cellular carrier but it used to be on sprint. 15.5
I'm trying to activate it through [redacted] but non of it works due to no data connection, this also makes it to where I can't factory reset.

If you have any advice let me know

Take it to a nearby sprint store or another CDMA carrier's store that uses Sprint's signals and have them activate it for you.
