Well, first of all, why an iPhone 4? Those are no longer supported by Apple. They wont get any new iOS updates or anything.
Two, where did he get it from? IF he got it on eBay, have him contact the seller and see what they think and what they want to do about it.

Welcome to iMore! You might try charging it through a wall adapter to see if that works. Otherwise, you have a dead iPhone 4. Did the seller replace the battery? Apple's iPhone batteries are designed to retain 80% of their original capacity for 500 full charge cycles. After that you're on borrowed time.
