iPhone 4 stuck in setup after installing iOS7

iPhone4 after downloading and installing iOS7 now stuck in the set-up. when selecting resore from backup it does not get past that stage.
keeps coming up with message saying 'Find my iphone' needs to be turned off in settings for iCloud on the phone, but there is no way of accessing the main menu on the phone since it will not go past the set-up. Is the only otption to setup as a new phone or in DFU mode in which case all personal /saved information will be lost??? Any help? GD

If you have a backup, nothing will be lost. Just restore the phone, and then restore the backup.
