Ipad4 and 5s safari tabs not synced

Hi. My iPhone5s shows open ipad4 safari tabs, but the ipad4 doesn't show open 5s tabs. Both devices icloud and safari settings are identical.
Help please!

Sometimes it doesn't sync immediately. How long have you waited? Have you tried closing and then re-opening Safari on the iPad to see the open tabs on your iPhone 5S?

It's been like this for nearly a year. I see the iPad4 tabs on my iPhone 5s, but I do not see my iPhone 5s tabs on my iPad. And the Safari browser's are different; I'm not sure if it's supposed to be like that; if they're designed differently for each device.

I updated the software, cleared the caches, reset network settings, synced through iTunes, rebooted devices, pretty much everything.
