ipad wont sign into itunes

Good evening we god an ipad mini everything from my phone
arrived on the ipad after set up now I cannot download any apps
free...click install....password...circles turn...nothing free shows back up

Reboot your iPad, and then go to Setting-iTunes & App Store and then sign in with the correct Apple ID and password. Afterwards, initiate the App Store app and try again.
