Ipad not charging

[iMore Question]

I tried wiggling the cable, kept plugging in the charger and tried cleaning the charging port in my ipad, but it won't show the lightning next to my battery. It charges when it is off but it charges up to 1-2-3 percent but won't charge when it is on, HELP PLS
