iPad no voice and data

Why is it that the iPad does not have voice and data when roaming overseas and just data only? When I roam overseas with my iPhone even though I have cellular data turned off and airplane mode turned off I can still see the local carrier and get text messages and phone calls. Is there any way on the iPad to see the local carrier and get text messages and phone calls in this same way as the iPhone when roaming?

I’ve never known an iPad to make and receive phone calls over a tradional cellular network, whether roaming or not.

I’ve never known an iPad to make and receive phone calls over a tradional cellular network, whether roaming or not.

That'll make me want to upgrade my iPhone instead. I like having voice and data as an option.
