iPad mini cloud downloading issues with iTunes

Was downloading music successfully through iCloud - new subscription, onto my new iPad mini (not retina) when it just froze. I left the connection open overnight but songs were still sat in the cloud next day. I admit I raced ahead of the download and perhaps overburdened the system but have since retracted download requests, I now cannot even download any apps either!
Can anyone help.
