IPAD 3 Mini Wont Stop Rotating

ok just notice this it worked before but it dosen't matter if you mute it or lock it under general tab in settings. screen rotates no matter what i do how fix that???
i restored it and updated it still does it.

Have you tried swiping you finger up from the bottom of the screen and turning of the screen rotation from there.
