IOS upgrade on new mini 4

HI...looking to go from a Samsung Tab A to the ipad mini 4. I've seen different prices for the wi-fi, some list as IOS 8 or 9 or 10. If I buy one and it is IOS 8 (for example) am I able to immediately update/upgrade it to the current IOS 10.3.1 as I have now on my iPhone 5S?

Yes, if you buy an iPad Mini 4 you can immediately upgrade it to the current version of iOS, currently 10.3.1. It is a nice advantage to Apple products, you can upgrade to the newest iOS as soon as Apple releases it. And Apple continues to support devices (meaning provide iOS updates) for several years.

In the case of a new iPad Mini 4, it should update to iOS 10.3.1 (or the current iOS version) during the setup process.
