ios 9.3 Activation Lock bug, how to install new version

My ipad currently is stuck on the activation lock screen which I believe is a bug in the original 9.3 update. How do I go about installing the new version that was just released when I can't really do anything with it? Even when plugging in to itunes it still asks for my apple id login but I can't get passed that. Thanks for any help you can give.

I've tried that and when it boots back up it keeps asking to Activate iPad but it still says this apple ID can't be used to activate it. Do I need to reset my password for icloud?

Since it's stating that "this Apple ID can't be used to activate it", do you have a different Apple ID associated with the device/account? Anyway, you might want to contact Apple Accounts Support just to be on the safe side.
