As far as I can tell it's just internal upgrades. No new features.

Good question. I tested it out briefly moments ago, but it didn't appear to take. I'll try again tomorrow.

It's a glitch that allows for the instant opening of apps without any fancy effects.

Sorry. It glitches out animations. App/folder opening and closing, as well as app switching, is instant. It's the best glitch I've ever seen but it looks like it only works on 9.3.1 and below.

As far as I know, the only people who are testing iOS 10 works for Apple. It has not yet been released to developers, and that usually happens after their WWDC event.
