So the iOS 9.1 jailbreak was dropped and I'm on iOS 9.2.1 can I use my iOS 9.1 shsh blobs to downgrade to iOS 9.1?

If you have a 4 or a 4s, then yes!

How do you presume he does this on the 4 when the 4 doesn't support the iOS version?

No. You cannot create a custom IPSW with the blobs. This hasn't been a thing for ~3.5 years now. If you want to find a way to get around the verification during restoring, you'll need to be the one to find the vulnerability.

I downgraded a 4 all the way down to iOS 4.3 just 2 weeks ago. But your right blobs don't do anything for you. I did however overlook that it was iOS 9, but custom ipsw files are alive and well for these older devices if you want to install any version of iOS on them that they will run on.

Beyond it being iOS9, you're able to do so because you've held that phone for a long time and maintained your blobs for each of those versions. It's a rather lofty assumption to believe anyone asking for help with such a task did the same thing. It's disingenuous, at best, to claim they can do what they're looking to do with the 4 or 4s. It's only true in very specific situations. It might be correct in this case. But, it's more likely to be incorrect and give false hope. It helps to stay on topic by noting the relevant information.
