Not according to iTunes, it's still telling me that 12.4.1 is the latest version. I've been mashing the "Check for Updates" button for the last half hour and it still tells me that I have no update.

Same issue here, but if I open software update on my max it brings the update for 13 right away.

My guess is that the servers are getting smashed right now...

I just checked, and it showed up for me. I'm going to wait until tomorrow. I've got too much going on today and am hoping tomorrow will be better. Plus, if there are a lot of issues reported, I'll know to wait even longer.

I generally don't like OTA updates.

OTA updates may be fine for small .1 updates but an update this huge? Nope. I'd much rather do a full iTunes update where I know that every file has been written to the device exactly as Apple intends it to be.

Edit
Just checked again, no update.

I've been updating OTA for every iOS update for 7 years. Never had any issues.

An hour later and iTunes is still telling me no update is available.

The stupid part is that I have an IPSW file that I downloaded a few days ago but I have absolutely no idea if that file is legit or not. And nobody has posted URLs or even file hashes for me to confirm that I indeed have a legit download.

Edit
The file that I have is named iPhone_5.5_P3_13.0_17A577_Restore.ipsw and the SHA1 hash is b571df38c665eb3b7404367591109929ba849023.
