Will the iPhone 7 and 7 Plus be able to handle 100% of iOS 11's features when it's released in September?

More than likely, yes, minus the portion that controls any new functions that's only available on the the next iPhone.

It should be able to handle the same iOS 10 plus some extra features. But of course it will be limited to hardware specs. For example my SE works flawlessly on iOS 10, but no matter its version It doesn't support 3D Touch

Yes, 100% iOS 11 features for iPhone so far. Not iPad Pro related features.
Also, I am unaware of hardware specific feature that might be introduced with this year's (2018) iPhone.

Does anyone know what the new AI is going to look like, I really miss Boolean ques and would wish for better delineation of subjects in common language as usage in who, what, why, where, when and how. It's been on the list for 20 odd years so I'm not holding my breath. The object here is to increase and stabilize it as the robust net. Are the generals going to get the "backdoor" that they wish for. It's a bit scary, sorry.
