Unless I'm missing something, can you not just download the official Instagram app for your iPad Mini via the App Store?

There is but it's for the iPhone which displays smaller I use pictacular it's free

Yep.... Like I said., there isn't one.

There's apps like Instapad which will let you view pictures, but nothing that will let you add them, short of downloading Instagram for iPhone and running it in 2x mode.
